About
Anne-Therese Ryan

I’m Anne-Therese (AT) Ryan, a public servant and communicator based in Terre Haute, Indiana. My experience spans local and state government, civil rights education, and teaching. Across those settings, I have focused on making complex information understandable, building relationships, and helping public institutions respond to the people they serve.

In my current role with the City of Terre Haute, I lead the Human Relations Commission, serve as the City’s ADA Coordinator, and manage special projects for the Mayor’s Office. I work across departments and with community partners to develop initiatives, improve access, and translate public priorities into practical programs.

My approach

My work connects policy, communication, and implementation. Developing a program means thinking through both its purpose and the details that determine whether it works: how people learn about it, what participation requires, which organizations need to be involved, and how responsibilities are carried out.

Clear communication is central to that process. I write speeches, press releases, website content, and public guidance, and I coordinate outreach and educational programs. Whether I am explaining a civil rights protection, introducing a community initiative, or preparing remarks, I aim to make information accurate, accessible, and useful.

Working in local government has given me a practical understanding of how public decisions affect daily life. It has also reinforced the importance of listening carefully, bringing people into the process, and following through on the details that turn an idea into a service or opportunity.

My background

Before joining the City, I worked in public outreach and education at the Indiana Civil Rights Commission. That experience strengthened my understanding of civil rights and the importance of helping people understand their protections, responsibilities, and options.

I began my career as a middle school math teacher in Tulsa, Oklahoma, through Teach For America. Teaching taught me to explain difficult concepts, adapt to different audiences, and build relationships with students and families. Those skills continue to shape how I approach public service and communication.

I am now pursuing a Master of Public Affairs at Indiana University’s O’Neill School of Public and Environmental Affairs. My graduate studies build on the questions I encounter in government: how public organizations set priorities, manage resources, and put policy into practice.
